The following paragraphs
provide a summary record of the discussions other than those on SAD subjects) to supplement the Presidency's oral report in Coreu CPE/SEC 089 of 19 February.
GENERAL

My new German opposite number, Klaus Zeller, attending his first AWG meeting, provided firm chairmanship. In doing so he displayed a somewhat cavalier attitude to the agreed agenda, ignoring some items and introducing the odd new one for which noone was prepared. In practice, discussion was dominated by Afghanistan (reported separately by telegram) and there was no time for agenda items without operational implications.

3. The Presidency described the administrative arrangements
the lines recorded after the last AWG. Block bookings had been made for EC delegations at the Hotel Steigenberger. Their requirements should be notified to the hotel direct, as soon as possible and in any event by 10 April. There was a need to know whether Ministers would be accompanied by ladies. The Presidency envisaged meetings of national experts on the mornings of Friday. 29 April and (with ASEAN officials) on Saturday, 30 April).

A tour de table revealed that all delegations expected to be represented by their Foreign Ministers except for Luxembourg (State Secretary) and France (the fact that the meeting was being held between the first and second rounds of the Presidential election is a complication and no decision has been taken). The Commission will be represented by Cheysson.
5. There was general support for the agenda for the Ministers' meeting proposed by the Presidency. The Spanish suggested that Central America should be included among regional problems. As regards the ordering of items, Zeller thought that it might be best to start with political questions and thereafter interweave these with economic issues. The Commission commented that tradition called for the economic subjects to be discussed first but listed after the poltiical issues in the Joint Declaration.
