Immigration (Carrier's Liability) Act in March 1987, imposing a fede on the carrier of £1,000 for each incorrectly documented passenger. This, combined with Immigration Service assistance in training airline staff, has greatly reduced the number of irregular movements to United Kingdom ports. Had this measure not been introduced it is more than likely that the number of asylum applications in 1987 would have been a very great deal higher.
In conclusion, then, the position of the Vietnamese is very different to that of most asylum applicants. To be harsh, it is for the Norwegians to put their immigration control in order to prevent a rate of 9,000 asylum applications a year, the majority of which will not be from Convention refugees. Realistically, though, it is easy to see why the Norwegians, sudden ly saddled with a vast humanitarian/immigration commitment (depending on your point of view) are slow to agree to increase resettlement of Vietnamese.
