Chinese were pleased with the very discreet attitude adopted by France at the UNGA. They were very displeased, however, by the activities of the European Parliament, for which they blame primarily the UK, though they did not entirely exonerate France. The Chinese had complained that the French had twice granted visas to the Dalai Lama to pay private visits to France. They had made the point that the French should not do this next time to permit the Dalai Lama to go to Strasbourg to meet the European Parliament, since that would not be a private visit.
