As in previous years, I am writing to inform you of Canadian plans for refugee resettlement in 1988 which were recently announced by the Honourable Benoît Bouchard, our Minister of Employment and Immigration.

In the context of an enlarged global immigration target of 125-135,000 this year, Canada will admit 13,000 government- financed refugees for permanent resettlement in 1988. This commitment represents an increase of 1,000 over 1987, and has been undertaken despite the heavy additional burden of over 30,000 spontaneous asylum-seekers who arrived in Canada last year. Details of our regional allocations are provided in the attached table. These plans were prepared after close consultation with UNHCR, as well as Canadian interest groups, to ensure that our efforts are directed to those refugees for whom resettlement represents the most appropriate durable solution.

In addition, private refugee sponsorships are expected to increase to 6,000 this year, from about 4,000 in 1987. A further 2,000 asylum-seekers are expected to be formally admitted under our refugee status determination procedures. Finally, we anticipate another 3,000-6,000 admissions of people who, while not refugees, are accepted for resettlement under relaxed criteria because of special humanitarian needs or geographical circumstances. Thus our total refugee and humanitarian intake in 1988 will be in the 24-27,000 range and represent, at a minimum, 20 % of Canada's immigration program.
