TALKS WITH DR GASTON SIGUR, 22 APRIL

Please refer to Mr McLaren's minute of 30 March. lunch will take place at Dukes Hotel, St James' Place at 12.45 for 1.00 and will finish at 2.30. Mr Gillmore's PA will get in touch with those who are attending and will arrange transport there and back.

2. The talks will resume in Mr McLaren's office at 3.00 and will finish at 4.30 to 4.45 when Dr Sigur has to leave for an appointment at the ODA (with Mr Samuel to discuss assistance to the Philippines) at 5.00. The agenda is attached. In view of the shortness of time we have agreed with the Americans the following order : Soviet policy in Asia will be discussed over lunch, followed by as many of the FED and SPD topics as there is time for. The two sides will then sit down at 3.00 and start on the SEAD, HKD topics (particularly the Philippines, Hong Kong, Vietnamese refugees, Cambodia), returning to the other subjects if there is still time at the end. The thinking behind this is that these are the most important questions from both our points of view and would benefit from being taken in the less disturbed atmosphere of the office.

3. Mr McLaren has asked for briefs to reach Mr Gillmore and him by close of play on Wednesday 20 April. I have indicated departmental responsibilities for briefing by each item and I should be grateful if briefs could reach me during the afternoon of 20 April so that I can put them together.

4. I should be grateful also if SEAD and HKD could provide note-takers, to be available froma little before 3.00 at Mr McLaren's office to cover their respective topics. I will cover FED topics and anything else which comes up.
