PRESIDENT REAGAN'S VISIT TO THE UK, 2-3 JUNE 1988: SECRETARY OF
STATE'S MEETING WITH MR SHULTZ, 3 JUNE
STEERING BRIEF
1. The Secretary of State will meet Mr Shultz over breakfast (0745-0900) on 3 June. Mr Shultz will be accompanied by Ambassador Price, Ms Ridgway, Mr Redman (State Department spokesman), Mr Ledski (NSC) and Mr Pendleton (US Embassy). (It is possible that Mr Shultz
may ask General Powell and Mr Robert Murphy to replace the last two.) The Secretary of State will be supported by Sir Antony Acland, Sir John Fretwell (to be confirmed), PS, Mr Meyer (News
Dept) and Mr Burns (NAD), a total of 12.
2. The Secretary of State last met Mr Shultz for a very quick
bilateral in the margins of the NATO Summit on 2-3 March. Their
last full bilateral was a similar breakfast in London on 16 December
1987.

The briefing is grouped as follows:
A. "Summit follow-up": to enable the Secretary of State to
pursue and elaborate on Moscow Summit issues raised (or
omitted) during the previous evening with the Prime Minister
from 1315-1900 on 2 June. The main follow-up will be at the
bilateral over breakfast on 3 June but there may also be
further opportunities, for example during dinner at No 10 after the Prime Minister/Presidential talks or at the
airport before Mr Shultz departs for the Middle East with Mr Robert Murphy;
3. "Non-Summit items important for UK/US relations";
C. "Desirable but not vital": a number of issues which we hope
could be touched upon if there is time or on which we feel
the Secretary of State needs defensive briefing.
