SECRETARY OF STATE'S BILATERAL WITH MR SHULTZ, 3 JUNE
1. As agreed, I attach a steering brief, checklist of points and briefing for this bilateral.
2. Because of the long holiday, we are submitting rather longer
Moreover, in advance of the event than would normally be the case. it is not an easy brief to prepare because we are having to anticipate what may or may not transpire in Moscow; and because the Secretary Of State's bilateral with Mr Shultz will in someways parallel discussions between the Prime Minister and the President at No 10 on the evening of 2 June.
3. This may point to the need for some revision before 3 June. In any case, it may have to be updated in the light of the Secretary of State's own visits to the Philippines and Hong Kong.
