1. Thank you for your letter of 6 October to Alan Paul and for your offer to approach the Luxembourg Government about further resettlement of Vietnamese Boat People from Hong Kong.
2. The major effort we referred to in our telno 133 will indeed be required soon. However we are presently in the throes of negotiations with the Home Office over a new resettlement commitment from the UK and this will then have to go through ministers. We would therefore prefer you to hold your fire until we have completed this exercise. We are hopeful that we will be able to offer resettlement to a reasonable number of Vietnamese boat people and this would considerably strengthen the case you would be able to put to the Luxembourg authorities.
