TALKS WITH EUROPEAN BUREAU OF STATE DEPARTMENT, HELD AT THE FCO ON 21 AND 24 OCTOBER 1988
1. These talks were the first in a series of informal contacts expected to take place annually. Present on the British side were Messrs Gillmore, Fall (BE, Washington), Fearn, Burns (NAD) and French (NAD). On the American side were Messrs Wilkinson and Gray from the State Department (the latter the new Head of the Northern European Affairs Bureau, EUR), and Messrs Seitz and Pendleton from the US Embassy.

2. Both sides found the talks useful, particularly the opportunity to address questions of "process" rather than substance. overall aim to highlight points of concern on both sides, and to consider how best to address these was achieved, even if no "instant solutions" were found.
