The accusations of ill-treatment of Vietnamese boat people at Hei Ling Chan were followed up by an independent enquiry which recognised that the staff of the Correctional Services Department of the Hong Kong Government were operating under considerable pressure at the time of the incident. The enquiry concluded, however, that unnecessary force was used by some Correctional Services Department staff on 19 July. The Hong Kong Government is currently examining the operational procedures and is considering whether disciplinary action should be taken against the staff involved.
