(c) Medical Services
The UNHCR is looking for an agency to provide medical services at existing closed centres. Only in case of emergencies will the refugees
be sent to local hospitals.
(d) Recreation
In the early stages, recreational activities will take place in organized groups under supervision by UNHCR or its agents but upon full open camp status the refugees will be permitted to leave the camp without supervision as they are now at the existing open centre.
Other necessary measures include issue of Refugee Identity Cards and security measures to prevent the trafficking of prohibited items such as drugs or weapons.
Effect on local services

There will be no major impact on the services to
the communities near the open camps. Most services to refugees will be provided by the UNHCR and voluntary agencies in the camps. For example, the schools for refugee children will be established and operated by the UNHCR through its
nominated voluntary agency. Their children will not attend local schools nor will their education have any impact on
the facilities available to local children.

Law and Order

Government is considering how best to provide a police presence to the camps to be liberalised. Particular importance will be attached to this subject.
