District Board Information Note Proposed Open Camp at Tuen Mun Area 46A
Introduction
At the meeting of the Tuen Mun District Board on 2.9.88 members expressed specific concern about the impact of the liberalisation of closed refugee centres in the Tuen Mun area and in particular the proposal to build an open refugee camp in Area 46A. This note covers the possible effects of liberalisation on law and order, transport and employment and also current plans for the use of Area 46A for housing refugees.

Area 46A falls within the Castle Peak Division of the Tuen Mun Police District. It is an area isolated from other communities. It is proposed to deploy a neighbourhood Police Unit to the proposed camp consisting of one sergeant and seven constables on a 24 hour basis. This constitutes a high Police presence. Every effect will be made to develop a law abiding and responsible community from the first day they move to the camp. Law and order in the camp will be continuously monitored and an appropriate police presence will be maintained at all times. The police will work with the camp management to ensure that a responsible attitude is adopted by the refugee population and to reassure the local community that they have nothing to fear from the presence of refugees in the community.
Transport

Members of the District Board expressed concern about the impact of the proposed camp on traffic and transport facilities in Tuen Mun. The Transport Department considers that Lung Mun Road can cater adequately for the additional road traffic demand because the amount of extra traffic generated by the camp will be insignificant. No additional private car ownership will be generated and vehicles travelling to the camp other than public transport vehicles will be few.
