SUBJECT: VIETNAMESE BOAT PEOPLE IN HONG KONG

We are sending you a telegram of instructions to
approach DGI about their policy towards repatriating
Vietnamese boat people from Hong Kong who fail to
satisfy the criteria for refugee states.
2. I enclose the paper foreseen in that telegram. It
long, but I expect that you will find the background
useful. If you have any queries, you might like to tall
to David Colvin, Head of SEAD, who had a bilateral meeti
with a Vietnamese Vice Minister of Foreign Affairs
on this issue in Geneva on 15 December and
conversant with its ins and outs.
