Lord Glenarthur said again that the future for those who were
not refugees lay in Vietnam. We were intent on putting in place the
best arrangements to enable their return, including assurances and
monitoring. There could be no guarantees, but we and many others
would watch the Vietnamese closely to ensure they lived up to their
commitments. The screening procedures were conducted in accordance
with internationally agreed definitions of refugee criteria.
Ministers would continue to press the Vietnamese to improve
conditions in Vietnam.
9. On the way out, Miss Min Phouc (having recovered a little of
her composure) commented how grateful the delegation were to have
been given a hearing, and for the points made by Lord Glenarthur.
They hoped a further meeting would be possible in due course.
