Cuba's economic situation is very seriously affected by the fact that this country has stationed troops in several African states, some of which are actively engaged in armed conflicts,

economic relations between the EC and Mongolia are at present of limited importance,

after more than 30 years of war Vietnam is still faced with major problems due to the widespread destruction caused by this war,

although food production is rising, Vietnam is faced with an excessively high rate of population growth, excessively high defence expenditure and the cost of maintaining a large armed presence in Kampuchea and for this reason, and also because of the misguided economic and agricultural policy pursued in previous years is, with annual per capita GNP of approximately US$ 180, one of the poorest countries on earth,

the unfavourable situation with regard to food supply, which is partly the fault of Vietnam's unsuccessful agricultural policy and partly the result of natural disasters, is an important factor in the exodus of refugees from Vietnam,

Vietnam requires a large amount of capital to repair the destruction caused by war, to renew and develop infrastructures and create and develop supply networks for the population and, notably, health facilities,

Vietnam seems set to become a profitable and important economic and trading partner for the EEC in the foreseeable future and it is in the interests of both sides to ensure that this is developed in good time,

after its withdrawal from Kampuchea, Vietnam promises to become, in the near future, a politically important and influential factor in South-East Asia alongside the ASEAN countries,

1. Calls on the Council and Commission of the European Community to stress

that they are prepared in principle to enter into bilateral negotiations with the non-European members of COME CON when the time comes, parallel to negotiations between the European Community and the CMEA;

2.

Notes that the EC and Cuba have established diplomatic relations and that Vietnam has offered to establish diplomatic relations with the EC; believes that the restoration of normal political and economic relations between the EC and Mongolia and Vietnam is worth considering; awaits, following verification of the political and economic preconditions, a decision by the Commission and Council on the establishment of diplomatic relations between the EC and the other non-European members of the CMEA;

3. Considers that under circumstances of na ral disasters or famine it would be approprite to grant Community humanitarian and food aid to non-European members of the CMEA and in this context draws attention to the alarming shortfall in the supply of rice for the people of Vietnam;
