Insofar as public order is concerned, the
Government will make sure there is sufficient Police
presence. Every effort will be made to develop a
law-abiding and responsible community from the first
day they move to the camp.
In relation to the proposal of 'rehabilitation'
mentioned in your letter, we have in fact set up
working groups consisting of District Board members and
representatives from relevant Government Departments to
devise a suitable programme for a systematic liberalisation
of closed centres. Orientation programmes to the refugees
will be provided by voluntary agencies to help them to
adapt to ordinary lives.
I wish to reassure you that the interests of
the local residents will be fully taken into account in
the process of implementation of the liberalisation
scheme.
