I attach a copy of CPE/PRES/ATH 368 which gives a first draft of this year's Presidency UNGA speech.

The Presidency have asked for comments before 7 September. However, to enable us to co'ordinate the reply (before the Political Committee on 6-7 September) we would be grateful if you could let Mr Smith or myself have any detailed comments on the drafting and content of passages by close-of-play on Thursday 1 September. A comprehensive COREU containing your comments will then be prepared.
3. The Presidency should circulate an amended draft in time for discussion at the UN Working Group on 15-16 September. Departments may need to provide briefing for this, in the light of the Presidency's proposed draft.
