I recommend that:

Sir Crispin Tickell be instructed to raise Cambodia at a meeting of the five Permanent Members of the UNSC in terms to be settled when we have completed a forthcoming round of bilateral consultations;
the Secretary of State should explain our latest thinking to the Chinese, Japanese, Indonesian and ? Vietnamese Foreign Ministers in the UNGA margins,
as well as to his US and Soviet colleagues;
Mr Gillmore should explore the ground at his forthcoming meeting with Deputy Foreign Minister Rogachev in Moscow and Assistant Secretary Sigur in Washington and Mr McLaren with the French Asian Director later this month. (Sir Crispin Tickell has already been promised Peking's views);
we should encourage the ASEAN countries to make as few changes as possible to this year's draft UNGA resolution but, in the last resort, back their judgement;
we should resist any move to question the CGDK's position in the UN Credentials Committee (eg by
