Point of the meeting

Our objectives: Early and unconditional Vietnamese withdrawal from Cambodia. To press Vietnam to take steps to stop the outflow of boat people and accept the return of all non-refugees in a humano fashion.

Their objectives: To link their withdrawal from Cambodia to measures to prevent Pol Pot and the Khmer Rouge from returning to power.

To gain international respectibility by tackling the boat people issue but to accept voluntary returnees only,with resettlement assistance.

Points to make

CAMBODIA

Vietnamese troops must be withdrawn quickly and unconditionally Agree that Pol Pot regime must not return

But political elements of settlement, including Khmer Rouge problem, should be tackled separately and in parallel

Hope Vietnam will adopt constructive approach at JIM Working Group in October.

(If raised) Understand Sihanouk has dropped idea of leaving Cambodia's UN seat vacant. See no reason to re-open question of CGDK credentials

Draft UNGA resolution still under consideration. Fundamental objective remains prompt and complete Vietnamese withdrawal.

Serious problem for Hong Kong. Attach great importance to early

solution.

Look to Vietnamese to take effective measures to stop departures by boat.

Welcome Vietnamese initiative on bilateral talks.

Hope second round can agree on the return of all non-refugees (October in London). Would help atmosphere if Vietnam agreed to take back volunteers quickly.

(If raised) UK will participate in an International Conference if properly prepared.
