One operational lead agency would manage the overall programme in the UK and one in Hong Kong.

The lead agency in the UK would buy in specialist services and expertise from other organisations as required. The lead agency would be in constant consultation with refugee groups and other refugee agencies. There would be close, continuing liaison between the lead agency in the UK and Hong Kong. Refugee Action has been suggested as the lead agency in the UK.

Summary of Recommendations

1. 60 refugees from Vietnam per month should be admitted to the UK from Hong Kong.

2. Preparation in ong Kong should comprise improved cultural orientation and English language; a programme of preparation for life outside an institution; an assessment of needs prior to arrival in the UK.

Although family reunion is likely to remain the main criterion for resettlement in the UK, the criteria for selecting refugees to come to this country should take into account the criteria of other resettlement countries. This will ensure that some refugees do not fall outside the criteria of all countries.

4. The government should ensure that agencies are able to provide an appropriate and effective service in Hong Kong and the UK.

5. Agencies should be able to plan effectively in advance without uncertainty over yearly funding negotiations.

6. The government should enable statutory service providers and Local Authorities to provide appropriate services.

7. Overall management of the programme in the UK and in Hong Kong should be by one lead operational agency in each country.
