2. Planning for Resettlement

Preparation needs to be in two main areas:

(i) with refugees in Hong Kong for cultural orientation and English language tuition, for readjustment to life outside an institution and for assessment of needs in the UK.

(ii)with refugee communities, voluntary agencies, statutory bodies and the Home Office for planned services in the UK.

The following implications arise:

a.

assessment in Hong Kong of individuals' needs must be effective to facilitate forward planning in the UK, including securing appropriate resources, especially housing. This assessment should be properly financed and conducted by competent professionals.

b. preparation centre(s) in Hong Kong should be set up, which are staffed and run to ensure appropriate and effective orientation for refugees coming to the UK, particularly for those with special needs, eg long stayers. The British Government should secure the cooperation of the Fong Kong Government in achieving this.

c.

the government will need to promote good service provision in the UK, facilitating effective cooperation between agencies and statutory bodies. This will imply a specialist provision in a number of service areas, eg for housing, 3SL and reception facilities.
