Kathryn Davies: If you do win government funding for projects in Vietna
surely it's not possible to discriminate between returning refugees
and people who never left?
NICHOLAS HINTON: Yes, you're absolutely right and that's a very common
situation we face in dealing with refugees anywhere in the world. BUT I
think the point is particularly well made in Vietnam, because it's not
only about caring for people who are going back, for which assistance i
needed, but it's also about preventing people leaving in the future. It
important, I think, that any programmes are directed at both groups of
people.
