1. Los Angeles reported in their telex of 14 October that they had received a delegation of Vietnamese demonstrators protesting about the policies of HKG and HMG.

I now enclose a copy of the report handed to the Consul- General (the only copy I have). You will see it is a report written by a group of students from the University of California (Irvine) called Project Ngoc, who apparently visited Hong Kong last Christmas and called on you. At a quick reading, the report concentrates mainly on the 'human interest' aspects of the problem. There is some criticism no surprise of the repatriation policy, but all in all it does not seem to be as 'critical' as the title page suggests.
