The Vietnamese refugees problem has given rise to enomous pressure, contradiction and conflicts within our society. The British Government, however, has not been keen to do its part in the intake of refugees since Hong Kong was made a port of first asylum at the 1979 Geneva agreement. Thus the Vietnamese refugees problem has become a hardly disposable burden to Hong Kong. As such, the 66 of us, including 59 members from 12 District Boards and 7 members from the Urban and Regional Councils, now make the following 2-point declaration:

We condemn the British Government for not fulfilling its obligation; and
We strongly request the British Government to increase its reception rate of Vietnamese refugees stranded in Hong Kong.
