Although the term "long-stayers" is used in this instance, this plan is meant to include not only those defined as long-stayers (in a camp three years or more) but all individuals who arrived in first asylum camps prior to the date established for the implementation of regional screening procedures (? March 1, 19897 ). The plan, which would go into effect once screening was in place, should contain the following elements:

Participation by an expanded number of countries, beyond those few currently active in refugee resettlement. If the pool is enlarged to include most Western countries who had been active prior to 1083, and many of whom are now receiving countries for ODP beneficiaries, it is conceivable that the burden could be shared by as many as twenty countries, thereby reducing the required offtake for each participant.
