increase quota, Australia to maintain numbers.
US is main problem; situation would lok much better if 1987
offtake same as 1986.
Scandinavians offtake significantly lower in 1987.

Durable Solutions
Mr Adams' submission of 23 October 1987 cleared way for ministerial statements referring to "the possibility of returning to Vietnam under suitable safeguards those who do not
meet the criteria of refugees".
Statements made in House of Commons by Mr Eggar (18/12/87) and Secretary of State (20/1/88) to this effect (Annex III).
