The Resolution regretting the long delay in receiving it. also called upon the Commission to provide a clearer explanation of its reasons for

reasons for bringing infraction proceedings, and recommended the extension of the supervisory powers exercised by the Court of Justice to offer greater guarantees of uniform application. Vice President Christophersen (Commission) blamed the lack of resources for the delay in producing the report. However the Commission were trying to improve the situation and hoped to be able to put the 1987 report before the EP within a few weeks. The number of infraction cases which had been brought before the Court was now on the decrease : this trend clearly indicated increased efforts on the part of Member States to settle disagreements early on.

Town twinning scheme s

20. The Fontaine (France, Christian Democrat) report was adopted calling on the Commission to enter in the draft budget for 1989 an initial appropriation of 12.3 mecu for the promotion of twinning schemes. The resolution also called for the extension of twinning arrangements to all European countries (including the Eastern Bloc) and for the establishment of links with the developing countries. Narjes (Commission) was non-committal on the precise figure to be set aside for next year's budget appropriation but said that the Commission hoped to make further funds available to establish new twinning schemes and,

particularly, to promote twinning in the peripheral areas of the Community. The Commission also intended to expand its activities in the publicity area and to set up an

information network for twinned communes and towns through the production of a news letter.

Development of agriculture in certain regions of Spain (COM (87) 368 Final)

21. Cervera Cardona (Spain, non-attached) report adopted, approving the Commission's proposal subject to amendments providing inter alia for an increase in the Community co-financing rate, for the setting up of a computerised "land bank" and for the involvement of autonomous authorities in the implementation of the programme.
