SOUTH EAST ASIAN HEADS OF MISSION CONFERENCE (HOMC) 4
1. We have been giving some thought to the next HOMC for South East Asia. The Secretary of State has agreed that planning may proceed for a South East Asian HOMC in the 1988/89 financial year.
2. The last HOMC, in 1985, was held in Jakarta and the one before that in Bangkok. Singapore seemed to us to have attractions as the venue for the next one and I have been in touch with Michael Pike who has kindly agreed to host the Conference. We now need to identify suitable dates for a two-day Conference. We wish Lord Glenarthur to attend and at present he is, in principle, generally free in November. I think therefore that we should aim for November. It would be helpful if you and other recipients could let me know soon of any dates in November which are likely to be difficult for you. 8 November is a public holiday in Singapore and best avoided.

In our preliminary planning, we have allowed for participation by all regional Heads of Mission, together with representatives from Tokyo and Peking, since subjects involving Japan and China will be discussed. There would also be value in including a representative from Washington, and the Hong Kong Political Adviser, view of the relevance to them of the subject matter. presence of the Senior British Trade Commissioner from Hong Kong might also add a useful commercial perspective. (I attended in that capacity myself in 1982 and 1985). In addition to the Minister, we would envisage four representatives from London (including one from Policy Planning Staff and one from the Administration). MOD, DTI and British Council will also be invited to send representatives.
