Ethiopia
The Secretary General said that he was going to Ethiopia tomorrow. He would try to persuade Mengistu to open up to the NGOs and the ICRC. He felt that recent ICRC statements had not been helpful to him; and he had asked them to tone them down. He was very glad to see the release of the Princesses, which he had been working for for 2 years. Mengistu had in effect kept his promise to him on this point. The Secretary of State said that we also needed to press the Russians to work on the Ethiopians to move towards less lunatic economic and agricultural policies. The Secretary General said that he would mention this point to Mr Shevardnadze when he next saw him.
