My reaction to the announcement [of Vietnamese troop withdrawal] to

that effect is obviously to welcome it insofar as it is in fact

turned into practice; there have been earlier statements that have

not been completely fulfilled. But what I want to see is action on the ground in the form of the withdrawal of Vietnamese troops. When that has happened will be the time to consider whether or not any

economic aid arrangements can be made.

As you have seen, we reacted quite positively to the decision by the Soviet Union to withdraw troops from Afghanistan by doubling the aid

we already make available for refugees there.
