On your second point first, I think that one of the most important features of the alliance of sixteeu democratic countries is that it does proceed by democratic discussion and, as people were

the point was made by lceland and by Luxembourg listened to with as much seriousness as the voices of the largest members. I think that that acknowledges, therefore, that on any topic that comes up for discussion there may well be disagreement and you may start from differing positions, but the great thing is that we have been able - from those different starting points
