To allay public fears, it is proposed to conduct a press briefing and to issue a press release to explain the proposals and simultaneously to reaffirm Hong Kong's commitment to the closed centre policy. It will be emphasised that the the existing 250 quota represents the maximum commitment under the current local settlement programme, and no further places will be made available without further consultation with the Executive Council in the light of the response

the response to the relaxed criteria.
