On both resettlement and repatriation, Hong Kong must look to your Government to take the lead. We would therefore urge you to review what extra measures could be taken to speed up the resettlement of Vietnamese refugees,

particularly those who have been here for many years, and to investigate in concert with other leading settlement countries the possibility of agreeing a scheme of repatriation with Vietnam.

We note that many refugees leave behind them lives of grinding poverty, and you will be aware that Vietnam is a country desperately in need of effective aid. colleagues at Oxfam UK support various programmes in Vietnam, but there is obviously a limit to what voluntary agencies can accomplish. As we say in the report: "Governmental aid to Vietnam, carefully targeted to help the poorest, could address one of the root causes of the refugee problem."

We know that you personally attach great importance to human rights, individual freedom and the opportunity for all people to demonstrate their determination and independence. We also recognize that family values, which are so important in our Chinese society here in Hong Kong, are central to your own Government's programme. All of these values are being undermined while 9,000 people wait in refugee centres, powerless to influence their own destiny. The waste of human energy and talent is tragic, and we do ask you to review this sad situation as a matter of urgency.
