Vietnamese Refugees in Hong Kong

Thank you for your letter of December 8th. I trust that you will study the recent Report by Oxfam, Hong Kong, on the situation in the camps. I have not yet seen the full text, but the South China News of December 23rd said that the Report drew attention to overcrowding, the management of the centres by the Correctional Services Department and the urgent need for better education for the children and training and employment for the adults.

It seems clear that short-term improvements will have to be made while work continues on long-term resettlement. I hope that maximum publicity will be given to the Oxfam Report as a means of getting action from the U.N. High Commissioner for / Refugees and the potential receiving countries. I would be grateful if you could amplify the statement in the last sentence of your previous letter "I believe we are making progress (towards resettlement)".
