3.2 Easing the overcrowding in the
closed centres in Hei Ling Chau
and Tuen Mun and at the same time
provide some privacy for the family units.
The HKG is planning to build a new
closed centre which will be
modelled on the Temporary Housing Area type accommodation built for
the local residents. Each refugee
family will have a room as living
quarter. Before the new centre could be built, overcrowding in HLC and TMCC
will be relieved by converting an
unused army camp site to a temporary closed centre and by reopening the
Cape Collinson Closed Centre.
3.3 Improve educational standards by enabling local teachers to
work in refugee schools,
assisting with teacher training and allowing older children
and adults from Kai Tak to
compete for places in local educational institutions
