Its Recommendations

1.1 Oxfam to ask UK to

maintain its offtake

of 40 refugees per month beyond the first 500 family reunion cases.

Comments/Follow-up Action

Oxfam has taken up issue with the British Government and various

social welfare groups.

Whether

this pressure directly or

indirectly led to the continuation of the UK programme cannot be assessed.

1.2 CSD should relinquish

their management to SWD which should ask the

voluntary agencies to manage the closed centres in conjunction with the refugees.

CSD is the only department with the expertise to manage a large number of people in a confined environment. We have rejected the idea in the past and shall continue to do so.

1.3 Closed centre refugees

should be released after 5 years (time system) or when they show progress in language or voational training (merit system)

This proposal unacceptable as it

would undermine the closed centre policy
