The Hong Kong Government have written to Mr Bale, director of Oxfam (Hong Kong), giving detailed comments on the report.

Lord Glenarthur has also written to Mr Bale responding to those issues in the report which are addressed to Hong Kong.

Lord Hylton's letter of 25 January refers in particular to the "appalling overcrowding and lack of W.C.'s in Hei Ling Chau and

Tuen Mun Centres". We have covered this point in general in the draft reply, placing details concerning provision of tolets in the annex. The provision of toilets is not generous, but is considered

adequate by the Hong Kong Government and we do not wish to draw

attention to the level of provision in the main letter as this could

invite a further response.
