Lord Hylton has sent two letters to Lord Glenarthur and also asked a PQ on the subject of Vietnamese refugees in closed camps with particular reference to Oxfam reports made in April and

2. I recommend
that Lord Glenarthur reply on the lines of the
attached draft. Hong Kong have been consulted and SEAD concur.
Background
3. Lord Glenarthur sent interim replies to both letters promising a substantive reply once we had discussed the reports with the Hong Kong Government. Lord Glenarthur's PQ commits us to a response on the three reports. These are quite long and we have prepared an Annex to the proposed reply which summarises action taken on the various recommendations in the reports.
4. The main burden of the third report is that Hong Kong should do as much as they can to help the refugees in the closed camps to develop and prepare for their new lives when they are eventually
resettled. The report accepts the long-term goal of repatriation, but sees this as being dependent on a change of attitude in Vietnam. It concludes that lobbying for more resettlement places should
