Main Recommendations
Hong Kong Government to
consider the recommendation of the inter-agency working
group on vocational training
and employment with the aim
to provide some meaningful daily activity for the
refugees.
Comments/Follow-up Action
Improvements in vocational and
work training within the closed
centres as proposed by the working group are generally supported. The working group's report is still being considered by the Hong Kong
Government. The Legislative Council Ad Hoc Group's view will be sought shortly followed by submission to Executive
Council.

Easing the overcrowding in
the closed centres in Hei
Ling Chau and Tuen Mun and at
the same time provide some
privacy for the family units.
The Hong Kong Government is
planning to build a new closed
centre which will be modelled on
the Temporary Housing Area type accommodation built for the
local residents. Each refugee family will have a room as
living quarters. Before the new centre is built, overcrowding in Hei Ling Chau and Tuen Mun will be relieved by converting an unused army camp site to a
temporary closed centre and by
reopening the Cape Collinson
Closed Centre. The provision of
toilet facilities at
Hei Ling Chau is not as bad as
the report makes out. The
design ratio in the dormitories
alone is 1:50, but this has
declined in practice to 1:70-75
as a result of enforced
