Referring to the suggestions
in its first report, it
recommended that the
educational and training
facilities should be improved
and that the refugee family
structure should be preserved
and strengthened.
Agree that there should be
screening and repatriation
but on the conditions that
the economic migrants should
be treated humanely on return
and that the refugees already in Hong Kong should be
allowed to stay.
Countries of first asylum and
resettlement need to jointly approach Vietnam for
discussion on repatriation of
non-refugees.

Her Majesty's Government, the Hong Kong Government and Oxfam
are agreed on these objectives but they will take time to
achieve. In the meantime, the
Hong Kong Government are
examining the practical arrangements for screening.
