Oxfam to ask UK to maintain

its offtake of 40 refugees

per month beyond the first 500 family reunion cases.

The Correctional Services

Department should relinquish their management to the

Social Welfare Department

which should ask the

voluntary agencies to manage

the closed centres in

conjunction with the

refugees.

Closed centre refugees should

be released after 5 years

(time system) or when they show progress in language or vocational training (merit

system).

Comments/Follow-up Action

Oxfam has taken up issue with

the British Government and

various social welfare groups.

On 8 May 1987 Her Majesty's

Government announced their

decision to accept a further

468 named individuals for

settlement in the UK who

satisfy the family reunion

criteria, at a rate of about 20

a month spread over 2 years.

The Correctional Services

Department is the only

Hong Kong Government department

with the expertise to manage a large number of people in a

confined environment.

This proposal is not acceptable to the Hong Kong Government who consider that as it would

undermine the closed centre

policy, which serves as a

deterrent to potential arrivals.
