2. It seems to me that the following background is relevant to the question raised: -

On actuarial grounds I thought that there should be separate factors for members of the Disciplined Services from those for Administrative Officers because I thought it likely that members of the Disciplined Services retired earlier and that relatively fewer of them reached posts which were paid on the Directorate Pay Scale. However, in TELNO MODEV 21 of 12 November 1985 to ODA, Keith Shipley wrote "We do not want different compensation factors for the Disciplined Services." Because of this, and because the data we had been given did not distinguish members of the Disciplined Services who were paid on the Directorate Pay Scale the assumptions we used to develop the factors were derived from the data provided for Disciplined Services and others, excluding the judiciary, combined - see paragraph 7 of our initial report of 24 January 1986 to Anthony Beattie which was discussed with Keith Shipley and Clinton Leeks in East Kilbride on 30 January 1986. I seem to remember that Keith Shipley was vehemently opposed to separate factors for members of the Disciplined Services and it is noted in paragraph 9(ii) of the minutes that it was agreed that 'the administrative and disciplined services would be treated the same'.
