We too have noticed the problems in Articles 9, 59 and 60 of the draft Basic Law. As you pointed out, we think that basically the problem lies in the definition of the terms "the executive authorities" and "the Government of the HKSAR.' The way they are defined in the present draft might, for example, leave doubts to whether the Executive Council of the SAR is or is not
a part of the "Government of the SAR". We think that such ambiguities
