You will recall that in agreeing to a Dependent Territory Quota for 1988 you accepted that the quota should continue until 1996 and expressed the hope that we should look to its abolition thereafter. I agree that this aim is reasonable. Meanwhile there is a continuing high labour demand for unskilled and semi skilled labour in the Chinese catering trade which cannot be met from the resident labour force. do not think that it would be right to increase the annual quota for Hong Kong since this might induce the industry to relax the efforts it is making to attract resident labour. Therefore, assuming that the view of the Foreign and Commonwealth Office about the political undesirability of reducing the quota still holds good, I suggest that the quota for 1989 should be the same as this year 200, with no more

I also suggest than 150 places allowed for any one territory. that the details of the quota for 1989 should be announced in the same way as before. To this end I am enclosing a draft for an arranged PQ. It would help our administrative arrangements if an announcement could be made as soon as possible.
