The institutional framework
Post Office
The Postmaster General (PMG) is the Telecommunications Authority in Hong Kong and administers the Telecommunication Ordinance, which governs the establishment and operation of telecommunication services. He is also responsible for ensuring that a satisfactory local telephone service is provided under the provisions of the Telephone Ordinance. The PMG reports to the Economic Services Branch and through it to the Governor in Council and the Legislative Council.
Telecommunications Board
The Board is responsible for advising the Governor on all matters affecting the operation of internal and external telecommunication services in Hong Kong, and on the measures necessary to ensure the continued operation of services in any emergency.
Telecommunications Branch
The Telecommunications Branch of the Post Office ensures that the provisions of the Telecommunication and Telephone Ordinances are observed in the operation of radio-communications and telecommunications within Hong Kong. The work of the Branch can be considered under three main headings:

Radio Frequency Spectrum Management for ensuring the efficient planning and utilization of the radio frequency spectrum within Hong Kong. The work includes the drawing up of the frequency allocation plan for the territory and the assignment of frequencies for specific applications. Radio transmissions are monitored to ensure conformity with specifications. Interference complaints are investigated to ascertain the cause and to effect a remedy. Radio equipment are tested to ensure that they can be operated without causing interference. Coordination is made with frequency management authorities outside Hong Kong to aid in preventing mutual interference between radio services in adjacent territories.
The Regulatory Function ensures the orderly and efficient operation and development of telecommunication services in Hong Kong. The work ensures that the franchised companies provide satisfactory telecommunication services within the provisions of the controlling legislation. This includes the study and assessment of the operations of the services of the franchised companies, including operational statistics, tariffs and service performance.
