can thus only afford to make only 4000-5000 hours of new in-house material with the rest acquired locally or imported. Then they will be able to compete with the established broadcasters with their best material produced on budgets of HK$70,000 - HK$150,000/hour.

While cable television can certainly capture audience share with good "flagship" productions, BAH simply cautions against the view that cable can be easily and quickly established, particularly given that the competitive response of TVB and ATV will be to produce even better programmes to retain their audience/advertising base.
