This morning I had a private meeting with Gerry Brock, Chief of the Common Carrier Bureau. This meeting was to follow up that of two weeks ago when Brock wanted to discuss the FCC visit to Hong Kong.

The principle topic, as you know, was copy of the CWHK franchise agreement. position not to provide a copy to the matter between the FCC and the PMG. The fact that the PMG desired to have the confidentiality clause maintained through the formation of Hong Kong Telecom was of significance to Brock although, in this regard, he stated that "perspectives can vary".
We then discussed PNET operations in Hong Kong and he asked if we could provide a list of PNET licensees. As this is being currently compiled, I agreed that we would provide such a list.
We then discussed the industry meeting held in the U.S. Consulate. I described our understanding of the tenor of the meeting and Brock did not disagree with the description. he attempted to explain Patrick's behavior as due to his "surprise" that restrictions existed in Hong Kong. When I asked if there were specific issues of concern to the FCC, Brock made no indication of anything beyond the earlier discussion. concluded that the Commission was "just assessing the situation".
Rather,
Brock seemed satisfied with the discussion and it was unclear as to whether there would actually be an approach to the PMG, although such action cannot be ruled out. I will inform you of any further developments.
