supplementing equipment;

re-exercising aspects where weaknesses were revealed.

13.5 External Assistance

The initial exercise of a new contingency plan usually reveals many problems in its implementation, so that it is necessary to revise it thoroughly. For this reason, a contingency plan which has not been fully exercised will be of limited value. Full scale emergency exercises are costly, often involving many hundreds of man-days effort. It is therefore essential that such exercises are carefully planned, umpired and assessed in order to gain maximum benefit. If required the United Kingdom Atomic Energy Authority can offer assistance with these tasks. The Hong Kong Government may also wish to consult other organisations, in particular the International Atomic Energy Agency, for advice on these matters.
