with the Contingency Plan, any new personnel introduced should be formally trained and records of that training maintained.

Specialised Training

(i)

Civil Control Centre Staff

The task of Emergency Controller in the Civil Control Centre (CCC) requires a person with administrative experience at a senior level in the Government of Hong Kong, enabling him to call on all the resources and communications facilities which might be required in an emergency. While it is not envisaged that those designated to this post will need detailed knowledge of radiological protection, they will require a clear understanding of the objectives of the Contingency Plan and an appreciation of the measures which could be employed to protect the public. The Deputy Controller should have a similar capability perhaps at a more junior level.

The post of Radiological Adviser will require similar qualifications and training to those specified for senior posts in the MAC, (see (ii) below).

Clerical and secretarial staff in the CCC should be made familiar with the duties of their roles, the location of the Centre and the equipment to be used.

(ii)

Monitoring and Assessment Staff

The key staff in the Monitoring and Assessment Centre (MAC), particularly the Controller, Survey Co-ordinator and Incident Assessor, will require specialised training in radiological protection. Courses such as the Post-Graduate and the Advanced Radiological Protection Courses organised by the National Radiological Protection Board, Chilton, Didcot, England, would be useful.

Monitoring teams would require basic training and practice in the use of portable radiological monitoring equipment including survey monitors and portable air-sampling equipment. This training should concentrate on the practical aspects of the work and it may be useful if the staff allocated these duties are involved in routine checks on equipment reserved for emergency purposes. Teams will require competence in map-reading and in radio-communication procedures.

The Radio Operator manning the MAC radio base-station should be fully trained and experienced in radio-communications procedures.

The remaining staff in the MAC including the Map-Plotter, Log-keeper, and General Assistants will require little specialised basic training, but staff identified for these tasks should be familiarised with the duties of their roles, the location in which they would operate and the equipment provided.

Radiation Laboratory Staff should include personnel engaged in this work on a routine basis for the Background Radiation Monitoring Programme. Emergency procedures for testing samples with much higher levels of radioactivity than normal must be prepared. Since the workload on the Radiation Laboratory would be greatly increased during an emergency, it is desirable that other scientific staff available to the organisation should be trained and practised in sample preparation and counting procedures and that they are given appropriate roles during exercises involving the laboratory. This will also apply to any other laboratories used in the Contingency Plan, (see Section 12.17).
