MAC Staffing
The staff required to man the Monitoring and Assessment Centre (MAC) will comprise of a small number of trained staff who are well rehearsed in emergency environmental monitoring and in assessing the magnitude of the radiological hazards from information provided by the plant operators and from the environmental survey results. On the basis of this information they must be able to recommend the necessary countermeasures. This small team will be supplemented by a number of other technical and administrative staff who can be trained to perform certain defined functions at short notice. The detailed structure of the staff required for the MAC will depend upon a number of local factors, however, a suggested possible staffing structure is given in Figure 6.2. Each defined post will now be discussed briefly.
(i)
Controller; the Controller's job is to co-ordinate the operations of the MAC such that the objectives listed. earlier can be achieved in the most effective manner. He or she should set the priorities, leaving his or her staff to attend to the necessary detailed actions. He or she should liaise with the Civil Control Centre (CCC) and as such all communication between the MAC and the CCC should generally be via the MAC Controller. He or she requires the knowledge to understand the nature of the radiological hazards as well as the use of the various countermeasures. He or she must have the training and expertise to carry out his or her tasks, and to give authoritative advice to the CCC.
